The Nordic and Baltic nations have jointly pledged $500 million to NATO’s Prioritised Ukraine Requirements List (PURL) initiative.
The program facilitates the procurement of essential US-made military equipment to strengthen Ukraine’s defense capabilities.

Through this commitment, the participating European countries will deliver coordinated military support to Kyiv, prioritizing capability development, defense industrial cooperation, and improved protection against Russian aggression.

The decision was made during a meeting in Helsinki attended by the defense ministers of Denmark, Estonia, Finland, Latvia, Lithuania, Norway, and Sweden, along with Iceland’s foreign minister. The discussions centered on regional security and reaffirmed the group’s unified backing for Ukraine.

Officials underscored that Ukraine’s security remains a cornerstone of broader European stability.

PURL Mechanism

PURL was created in July following discussions between NATO Secretary General Jens Stoltenberg and US President Donald Trump.

The mechanism compiles Ukraine’s military equipment requests, which are then validated by the Supreme Allied Commander Europe. NATO subsequently coordinates the delivery of these packages through channels such as the Security Assistance and Training to Ukraine program.

Several nations have already supported the framework.
Denmark, Norway, and Sweden collectively committed $585 million for US-made air defense and artillery systems.
The Netherlands funded the first package—worth $577 million—which included components for the US Patriot missile system.

Despite these efforts, overall military aid to Ukraine declined by 43 percent in July and August compared with the first half of the year.
