The Ukrainian state defense company Ukroboronprom has partnered with U.S.-based D&M Holding Company to establish a joint venture for gunpowder production in the United States, aimed at supplying the Ukrainian Armed Forces.

Announced during the International Conference on the Reconstruction of Ukraine in Rome, the venture is intended to address critical shortages of gunpowder in Ukraine’s defense manufacturing sector. Gunpowder, along with explosives, remains a vital component in global ammunition production.

Locating the facility in the U.S. offers protection from potential Russian strikes and adds resilience to Ukraine’s defense supply chain. The new plant is expected to support Ukraine’s efforts to ramp up domestic ammunition production, particularly for high-demand 155mm artillery shells.

Ukraine began serial production of 155mm rounds in September, marking a shift toward independence from its legacy 152mm Soviet stocks and reliance on Western munitions donations.
