The Organisation for Joint Armament Cooperation (OCCAR) has concluded a co-funding agreement on behalf of multiple European nations to advance the next development phase of the REACT II (Responsive Electronic Attack for Cooperative Tasks II) program, led by Indra.

The agreement formalizes joint financing and assigns program management responsibilities to OCCAR for the participating countries — Spain, Italy, Germany, Sweden, Poland, the Netherlands, and France.

Designed to counter evolving electromagnetic and spectrum-domain threats, REACT II is focused on developing airborne electronic warfare (EW) capabilities that can be integrated across multiple aircraft platforms.

A central objective of the program is the development and validation of a modular, reconfigurable EW architecture, enabling system configurations to be adapted to diverse mission profiles and operational requirements.

Funded through a mix of national contributions and European Commission support, the initiative brings together a 20-member industrial and research consortium from 10 countries to develop technologies and prototypes for next-generation airborne electronic attack systems.

The program’s total budget is estimated at €69 million ($81 million), including up to €40 million ($47 million) in EU funding.

REACT II Program Scope

Launched in 2023, REACT II builds on the technological foundation of the earlier REACT I initiative.

The program spans the full development chain — from applied research to system development and delivery of advanced electronic warfare components for airborne platforms.

Key technologies under development include AESA antennas, digital radio-frequency memory (DRFM), digital beamforming systems, ram-air-turbine-based environmental control systems, and electronic warfare command-and-control architectures.

These capabilities are intended to support missions such as escort jamming, stand-off and long-range jamming, and integrated EW command-and-control operations.
