The Romanian Defense Ministry has submitted a request to Parliament to advance the next stage of its tank procurement program, designed to modernize the army’s armored capabilities and meet NATO and EU defense obligations.

The program unfolds in several phases. Stage I, Phase 2—budgeted at approximately $458 million—provides for a fully equipped armored battalion using M1A2 SEPv3 Abrams tanks, alongside ammunition, spare parts, training simulators, and logistical support.

The larger Phase II, estimated at 6.48 billion euros ($7.6 billion), would supply 216 Abrams tanks and 76 support vehicles to Romania’s tank and infantry formations. It also covers logistics, training infrastructure, and education facilities. In contrast to earlier deals, this stage is expected to include industrial participation, paving the way for domestic assembly, servicing, and subsystem integration.

Romania launched the effort in 2023 by ordering 54 Abrams tanks and 12 support vehicles through a $1 billion U.S. government-to-government agreement, with delivery due by 2028.

The expansion reflects Romania’s intent to replace outdated Soviet-made armored platforms with NATO-standard equipment. The Abrams SEPv3 brings advanced armor, upgraded electronics, and improved energy systems.

Once approved, the deal would stand among Romania’s largest defense procurements in recent history, underscoring its drive to strengthen national defense amid the regional instability triggered by Russia’s war in Ukraine.
