South Korea has proposed three major defense cooperation initiatives to Greece as part of its bid to participate in the European Commission’s €800-billion ($938.1 billion) rearmament initiative.

Seoul’s offer includes joint submarine development, advanced manned-unmanned teaming (MUM-T) systems, and tactical vehicle production, aligning with Greece’s long-term defense modernization strategy. Greek officials confirmed the proposals are consistent with national priorities and will undergo further negotiation, according to Ekathimerini.

Submarine Development & Upgrades
Hanwha Ocean, based in Geoje-si, has offered to assist the Hellenic Navy in building new submarines and upgrading its Type 214 Papanikolis-class fleet. At least 25% of the work would be performed in Greek shipyards. Hanwha has previously delivered three Type 214 submarines to Greece and is developing the KSS-III class capable of carrying ballistic missiles. Athens is seeking detailed co-production terms, signaling strong interest in localizing advanced submarine capabilities.

‘Loyal Wingman’ Drone Systems
Korea Aerospace Industries has proposed the co-production of MUM-T “Loyal Wingman” systems in Greece, pairing autonomous combat drones with piloted fighter aircraft. The technology is being integrated into South Korea’s KF-21 Boramae fighter program and could be adapted for the Hellenic Air Force, with domestic production involvement.

Military Vehicle Production
The third proposal covers the supply and joint manufacturing of new combat vehicles to replace aging Hellenic Army platforms, boosting mobility and enabling local production.

EU Rearmament Initiative
Announced by European Commission President Ursula von der Leyen in March, the EU’s €800-billion plan seeks to ease budget limits, offer union-backed loans, reallocate funding, and invest in regional defense industries while expediting equipment deliveries to Ukraine amid uncertainty over U.S. support.
