India’s decision to give private-sector companies a larger role in the Advanced Medium Combat Aircraft (AMCA) programme marks an important transformation in the country’s approach to fighter-aircraft development and defence industrialisation. Companies including Tata Advanced Systems Limited (TASL), Larsen & Toubro (L&T) and Bharat Forge are positioned to contribute extensively to prototype development and manufacturing, but overall authority for the programme remains with the Government of India.

The Aeronautical Development Agency (ADA) continues to act as the programme’s design authority, ensuring that the AMCA’s fundamental architecture and critical technologies remain under sovereign control.

Under the new industry-participation model, selected private consortia will collaborate with ADA on prototype development and manufacturing. Their role is expected to extend beyond simple production to include production engineering, systems integration, industrialisation and the establishment of capabilities required for eventual serial production.

However, private-sector participation does not mean that control over the fighter’s strategic technologies is being transferred. The government and ADA retain authority over key elements such as aircraft configuration, stealth design, mission systems, flight-control systems, software architecture and certification.

This separation between industrial responsibility and sovereign design authority is a defining feature of the AMCA model. Private companies can bring greater investment, manufacturing efficiency and innovation to the programme, while the government retains control over technologies that are considered critical to national security.

Selective Foreign Collaboration

India is also expected to adopt a calibrated approach toward foreign technology partnerships. International OEMs could be involved in areas where domestic capabilities require further development, particularly advanced propulsion, avionics, specialised materials and other highly complex technologies.

These collaborations would be governed by specific technology-transfer arrangements and security protocols. Foreign partners could provide selected technologies or subsystems, but ownership of the overall AMCA design and programme authority would remain with Indian institutions.

This approach allows India to access advanced global technologies while avoiding excessive dependence on external suppliers for the fighter’s core architecture.

Security Restrictions for Sensitive AMCA Work

The protection of classified information is expected to play a major role in determining who can work on the most sensitive areas of the programme. International experts may continue to contribute to non-sensitive engineering, consultancy or commercial activities within participating companies. However, classified work involving stealth characteristics, mission systems, secure software, systems integration and other strategic technologies is expected to be restricted to Indian personnel with the necessary security clearances.

Such restrictions are common in advanced fighter programmes worldwide. Access controls are particularly important for technologies involving low observability, electronic warfare, mission computing, secure communications and classified operational concepts.

Keeping sensitive development activities under strict security controls also protects India’s future ability to modify the aircraft independently. It reduces the risk of external restrictions affecting upgrades, production processes or the introduction of new mission capabilities during the aircraft’s operational life.

Keeping AMCA Intellectual Property in Indian Hands

Intellectual property represents another important pillar of the programme. While private-sector partners are expected to manufacture major aircraft sections and undertake extensive systems-integration activities, ownership of core technologies and design-related intellectual property will remain with the government.

This could give India greater freedom to introduce future upgrades, develop new variants, integrate indigenous weapons and sensors, and potentially pursue international exports without depending on foreign partners for approval of fundamental design changes.

The AMCA’s public-private development structure therefore seeks to combine two objectives: leveraging the scale, investment and industrial expertise of India’s private aerospace sector while preserving government ownership of strategic technologies. The model could become an important template for future Indian defence programmes that require both rapid industrialisation and strong sovereign control.
